ダンスを踊る人はみんな「足の甲」が高いといいなと思っています。

足をしっかり止めるように，ゴムをしっかりと甲を横切るように付けます

ということで，甲は top of the foot となります。instep という専門用語もあります。

The ideal is a strong yet flexible foot with a high arch and a high instep.
